does anyone know if I am allowed to ship flower bulbs and seeds to south Africa? How do I go about getting it there and not have it getting stuck at customs?

If you want to ship, you have to contact the Ag. Dept. and they will give you advice on the requirements for shipping out of the country.
If you are not a nursery, the process isn't that simple but can be done if the items you want to ship are allowed to be imported into South Africa.
You will most likely need a Phyto-sanitary certificate and some other things. The Ag. Dept. will come and inspect the plants prior to shipping. You just can't send something and hope with blind faith that it will get there okay.

Also, shipments going from state to state do get opened and checked, especially if they do not have the proper certifications. And if coming to California, nearly everything gets checked even from within the state! Not everything gets opened, but a lot does.
Reply:They will be consficated for they open the contents to see what is there and receive thier duty fees..You cannot legally send seeds or cuttings or any means of propogation of other plants without the proper license...this keeps invasive or contaminated plants from reaching a place that it may take over or create a fungi or disease in thier common grown flora and vegetaion...This also pertains in the usa from state to state..however state to state they do not open the packages
