How are plant lights different from fluorescent or ordinary house lighting? Can I easily substitute somehow?

(I'm starting veggie and flower seeds indoors and am also using a small indoor greenhouse in a sunny room).

How are plant lights different from fluorescent or ordinary house lighting? Can I easily substitute somehow?
ALL FLOURESCENT BULBS EMIT UV RAYS BUT GROW LIGHTS HAVE A DIFFERENT SPECTRUM [color of light] SORRELLS316
Reply:They emit UV rays, which the plants need in Photosynthesis.
